Guiding Opinions of Seven Departments including the Ministry of Industry and Information Technology on Accelerating the Green Development of Manufacturing Industry

To all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, the competent departments of industry and informatization of Xinjiang Production and Construction Corps, the Development and Reform Commission, the Department (Bureau) of Finance, the Department (Bureau) of Ecological Environment, the People's Bank of China Shanghai Headquarters, branches of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, the SASAC of Xinjiang Production and Construction Corps, the Market Supervision Bureau (Department, Committee), and relevant central enterprises:

In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, promote the green development of the manufacturing industry, forge new industrial competitive advantages in the process of achieving carbon peak and carbon neutrality goals, accelerate the construction of a modern industrial system, and promote new industrialization, the following opinions are proposed.  
1、 General
Requirements (I) The guiding ideology is guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, deeply implements the spirit of the 20th National Congress of the Communist Party of China, bases itself on the new development stage, completely, accurately and comprehensively implements the new development concept, speeds up the construction of a new development pattern, focuses on promoting high-quality development, takes achieving the goal of carbon peak and carbon neutrality as the guide, transforms and upgrades traditional industries, consolidates and improves advantageous industries, speeds up the development of emerging industries at a high green starting point, looks forward to the layout of future industries in green and low-carbon fields, cultivates new formats for the integration and development of green and digital services, establishes and improves the cultivation system of technologies, policies, standards and benchmarks to support the green development of manufacturing, promotes the high-end industrial structure, low-carbon energy consumption, recycling of resources, and cleaner production process, Digital manufacturing process The comprehensive transformation of product supply towards greenization, the construction of a new engine for green growth, the forging of new advantages in green competition, and the polishing of the ecological foundation of new industrialization.  2) The main goal is to achieve significant results in the green and low-carbon transformation of the manufacturing industry by 2030, with an overall leap in the green development level of traditional industries, significant optimization of industrial structure and layout, significant increase in the proportion of green and low-carbon energy utilization, steady improvement in the level of comprehensive resource utilization, significant decrease in pollutant and carbon emission intensity, peak carbon emissions, more prominent role of emerging industries as green growth engines, further improvement in scale and quality, significant increase in the proportion of green and low-carbon industries, continuous emergence of new forms of green integration, significant improvement in the basic capacity of green development, further enhancement of green and low-carbon competitiveness, and green development becoming a solid foundation for promoting new industrialization.  By 2035, the endogenous driving force for green development in the manufacturing industry will significantly increase, carbon emissions will steadily decrease after reaching their peak, and carbon neutrality capabilities will steadily improve. The competitive advantage of green and low-carbon in the global industrial and supply chains will be highlighted, and green development will become a common form of new industrialization.

Accelerate the green and low-carbon transformation and upgrading of traditional industries (III) and promote the green and low-carbon optimization and reconstruction of traditional industries. Accelerate the optimization and adjustment of the product structure, energy consumption structure, raw material structure, and process reengineering of traditional industries, and enhance their position and competitiveness in the global division of labor.  Implement the action of "increasing varieties, improving quality, and creating brands", promote the upgrading and replacement of products towards high-end, intelligent, green, and integrated directions, and promote the formation of a supply system with richer varieties, more stable quality, and more influential brands.  Build a clean, efficient, and low-carbon industrial energy consumption structure, implement the action of clean and efficient utilization of coal based on quality and grading, and orderly promote the reduction and substitution of coal in key energy consuming industries;  Encourage eligible enterprises and parks to build industrial green microgrids, promote efficient and complementary utilization of multiple energy sources, and make large-scale and high proportion use of renewable energy nearby;  Accelerate the electrification of terminal energy consumption, expand the field of electricity substitution, and increase the proportion of green electricity consumption.  Promote the substitution of raw materials such as green hydrogen, low (no) volatile organic compounds, renewable resources, and industrial solid waste, enhance the supply capacity of natural gas, ethane, propane, and other raw materials, and increase the proportion of green and low-carbon raw materials.  Promote short process technology in industries such as steel, petrochemicals, non-ferrous metals, textiles, and machinery.  Establish a long-term mechanism for resolving overcapacity through marketization and rule of law, and promote the exit of outdated production capacity in accordance with laws and regulations.  By 2030, the recycling of major renewable resources will reach 510 million tons, the comprehensive utilization rate of bulk industrial solid waste will reach 62%, the proportion of renewable energy used in electrolytic aluminum will reach over 30%, the proportion of short process steelmaking will reach over 20%, and the large-scale application of short process synthesis technologies such as one-step synthesis of olefins and ethanol from synthetic gas will be achieved.  4) Accelerate the transformation of traditional industries into green and low-carbon technologies.  Regularly update and release the directory of green and low-carbon technologies for the manufacturing industry, select and promote key common technologies with high maturity, good economic efficiency, and significant green effects, and promote the comprehensive implementation of a new round of green and low-carbon technology transformation and upgrading in enterprises, parks, and key industries.  Support large enterprises to implement systematic transformation and upgrading of the entire lifecycle, including product design, manufacturing, logistics, usage, and recycling, to meet their green and low-carbon transformation needs.  Give full play to the driving role of chain owners, help small and medium-sized enterprises in the upstream and downstream of the industrial chain identify the shortcomings of green and low-carbon transformation, and organize and implement technological transformation in a planned and step-by-step manner.  Encourage industrial parks and industrial agglomeration areas to benchmark the construction requirements of green industrial parks, carry out overall transformation and upgrading of layout agglomeration, structural greening, and ecological linkage, and organize enterprises in the park to continuously implement green and low-carbon technology transformation.  Support industry associations to develop key industry transformation and upgrading plans, encourage local governments to carry out environmental performance creation actions, and enhance the level of environmental governance in the industry.  5) Guide the optimization of green and low-carbon layout in the region.  Adhere to the national strategy, comprehensively consider factors such as regional industrial foundation, resource endowment, and environmental carrying capacity, and promote the formation of a new pattern of green and low-carbon transformation of traditional industries through clustering and differentiation.  Implement major regional strategic positioning such as coordinated development of the Beijing Tianjin Hebei region, development of the Yangtze River Economic Belt, construction of the Guangdong Hong Kong Macao Greater Bay Area, integrated development of the Yangtze River Delta, ecological protection and high-quality development of the Yellow River Basin, combine green development with industrial transformation, strengthen cross regional industrial division of labor and cooperation, scientific and technological collaborative innovation, and optimize factor allocation.  Give full play to regional characteristics and advantages, comprehensively balance factors such as productivity, energy, resources, and market demand, support the orderly undertaking of industrial transfer in the central and western regions and the northeastern region, and avoid low-level redundant construction.  Strictly implement the requirements for ecological environment zoning and control, and steadily and orderly promote the transfer of high load energy industries to the western clean energy advantage areas, while meeting the standards for environmental protection, energy consumption, water consumption, and safety production.  Strictly enforce project access and resolutely curb the blind implementation of high energy consuming, high emission, and low-level projects.  Promote the green and coordinated improvement of regional industries, focusing on the development of industrial coupling models such as tempered steel co production, refining and chemical integration, forest pulp paper integration, and carbon sequestration through chemical means, as well as industrial city integration models such as metallurgical and building materials industries for collaborative disposal of household waste and heating for urban residents. Encourage eligible areas to strengthen resource coupling and recycling, and accelerate the construction of "waste free enterprises", "waste free parks", and "waste free cities".  
3、 Promote the green, low-carbon, and high starting point development of emerging industries 
(VI) and accelerate the filling of green, low-carbon shortcomings and weaknesses in emerging industries. Focus on the bottleneck links that constrain the green development of emerging industries, accelerate the filling of shortcomings and weaknesses, and strive to solve the concerns of sustainable development of emerging industries.  In the field of new generation information technology, guide data centers to expand the proportion of green energy utilization, promote the application of low-power chips and other technological products, and explore the construction of a market-oriented green and low-carbon computing power application system.  In the field of new energy, accelerate the research and industrial application of new solid waste comprehensive utilization technologies such as waste photovoltaic modules and wind turbine blades.  In the field of new energy vehicles, we will improve the comprehensive utilization system of waste power batteries and promote standardized recycling and graded resource utilization.  In the field of new materials, we will carry out research and application of technologies such as intensive utilization of co associated minerals and tailings, large-scale utilization of industrial solid waste, and high-value utilization of renewable resources, in order to enhance the guarantee capability of strategic mineral resources such as rare earths and rare metals.  In the field of high-end equipment, accelerate the innovation and industrial application of key remanufacturing technologies such as additive manufacturing, flexible forming, non-destructive testing, and disassembly, and promote the remanufacturing of high-tech and high value-added equipment.  In the field of environmental protection equipment, we will strengthen key core technology research and development in response to new demands such as the treatment of new pollutants.  In the aerospace field, actively develop new energy aircraft such as electric aircraft.  In the field of ships and marine engineering equipment, accelerate the development and demonstration application of green and intelligent ships powered by liquefied natural gas (LNG), methanol, ammonia, batteries, and other forms of power, and promote pilot projects for the electrification of inland and offshore ships.  7) Focus on forging the advantages of green and low-carbon industries.  Based on the huge market space brought about by the green and low-carbon transformation of the economy and society, we will vigorously develop green and low-carbon industries, increase the proportion of green and low-carbon industries such as green environmental protection, new energy equipment, and new energy vehicles.  Encourage regions with good industrial foundations and prominent agglomeration characteristics to optimize the layout of the industrial chain, gather various resource elements, enhance cluster governance capabilities, promote the leap of industries from agglomeration development to cluster development, and cultivate and form several advanced manufacturing clusters with international competitiveness in the field of green and low-carbon.  Strengthen the division of labor and cooperation in the green and low-carbon industrial chain, support leading enterprises in striving to become leading manufacturing enterprises, accelerate the extension and strengthening of the industrial chain, create a number of manufacturing single champion enterprises in key links of the industrial chain, cultivate a group of specialized, refined, unique and new "little giant" enterprises, and strive to enhance the competitiveness of the entire industrial chain.  Promote the deep integration of industrial Internet, big data, artificial intelligence, 5G and other emerging technologies with green and low-carbon industries, explore and form a technologically advanced and commercially feasible application model, and form a new driving force for industrial growth.  8) Forward looking layout of future industries in the green and low-carbon field.  Focusing on the energy revolution and industrial transformation needs under the "dual carbon" goal, we plan to lay out the development of future energy and manufacturing industries such as hydrogen energy, energy storage, biomanufacturing, carbon capture, utilization, and storage (CCUS).  Build a complete industrial chain technology and equipment system for hydrogen production, storage, transmission, and use around the hydrogen demand in petrochemical, steel, transportation, energy storage, power generation, and other fields, to improve the economic efficiency and completeness of hydrogen energy technology and industrial chain.  Focusing on various application scenarios of energy storage in power systems such as power supply side, grid side, and user side, developing new energy storage diversified technologies, creating a matrix of energy storage technology products required for new power systems, and achieving large-scale application of energy storage at multiple time scales.  By leveraging the environmentally friendly advantages of biomanufacturing, such as strong selectivity, high production efficiency, and minimal waste, we will focus on the fields of light industry fermentation, medicine, chemical engineering, agriculture, and food, and establish a core strain and key enzyme creation technology system for biomanufacturing.  Focusing on improving energy efficiency and reducing costs throughout the entire lifecycle of CCUS technology, we will conduct research and demonstration on technologies such as coupling CCUS with industrial processes and biological conversion and utilization of carbon dioxide.  
4、 Cultivate new forms of green integration in the manufacturing industry 
(9) and promote the deep integration of digitization and greening. Give full play to the empowering role of digital technology in improving resource efficiency, environmental benefits, management efficiency, etc., and accelerate the digital and green collaborative transformation of production methods.  Deepen the digital and green collaborative application of product research and development design, establish a green and low-carbon basic database for the entire product lifecycle by industry, and develop tools such as lifecycle assessment and digital twin systems.  Expand the typical application scenarios of "new generation information technology+green and low-carbon" in the entire production and manufacturing process for key industries, and improve total factor productivity.  Take advantage of blockchain, big data, cloud computing and other technologies, establish a traceability system for recycling links, and promote the new model of "industrial Internet plus+renewable resources recycling".  Accelerate the establishment of a digital carbon management system, encourage enterprises and parks to collaborate in promoting the collection, monitoring, intelligent analysis, and fine management of energy data and carbon emission data.  Promote the software packaging of green and low-carbon technologies, and support the development of specialized software, big data models, industrial apps, etc. in the field of green and low-carbon.  10) Promote the deep integration of green manufacturing and modern service industries.  Following the trend of deep integration between modern service industry and manufacturing industry, we will deeply promote service-oriented manufacturing in the field of green and low-carbon, and build a high-quality and efficient green manufacturing service system.  Guide large enterprises to utilize their experience in product green design, green supply chain management, and implementing extended producer responsibility systems to provide green enhancement services for upstream and downstream enterprises.  Encourage green and low-carbon equipment manufacturing enterprises to shift from providing "products" to providing "products+services".  Actively cultivating specialized green and low-carbon public service platforms and institutions, developing and promoting green manufacturing solutions, providing services such as green diagnosis, measurement and testing, research and development design, integrated application, operation management, inspection and testing, evaluation and certification, talent training, etc.  Deepen innovation in green financial services, guide financial institutions to standardize supply chain financial services in the supply chain scenario, and provide green and low-carbon transformation financing services for upstream and downstream enterprises in the industrial chain.  11) Promote the deep integration of green consumption demand and green product supply.  Closely focusing on the green consumption needs of various sectors of society such as energy production, transportation, and urban-rural development, we will increase the supply of green products, cultivate new models of deep integration of supply and demand, achieve coordinated efforts between supply and demand, and support the green and low-carbon transformation of the economy and society.  Comprehensively promote green design of industrial products, using product design concepts and methods with prominent green attributes such as harmlessness, intensification, reduction, low-carbon, and recycling, to build a green product supply system for the entire chain from basic raw materials to end consumer goods in the industrial field.  Accelerate the establishment and improvement of green product standards, labeling, and certification systems covering major industrial industries, study and increase government procurement of green products, promote the application of green products such as photovoltaic solar thermal products, new energy vehicles and ships, and green building materials.  Encourage large retail enterprises and e-commerce platforms to enrich green consumption scenarios, optimize purchasing and usage environments, and establish purchase and sales incentive mechanisms.  
5、 Enhancing the basic capability of green development in manufacturing industry 
(12) Building a green and low-carbon technology innovation system. Guided by meeting market demand, we will integrate the deployment of green and low-carbon technology research and development, transformation and application, and subject cultivation, guiding various innovative elements to gather in the green and low-carbon field, and realizing the transformation of innovation efficiency into new competitive advantages in the industry.  Relying on the industrial foundation reconstruction project and major technological equipment research and development project, we will orderly promote the key basic materials, basic components, and disruptive technology research and development closely related to green and low-carbon transformation, accelerate breakthroughs in a number of landmark major equipment such as green power equipment, rail transit, and engineering machinery.  Strengthen the position of enterprises as the main body of technological innovation, cultivate leading enterprises in green and low-carbon fields, and cultivate specialized and innovative "little giant" enterprises.  Accelerate the construction of innovation consortia and original technology source areas in key areas of green and low-carbon development.  Build a number of national industrial metrology and testing centers in industries such as steel, petrochemicals, and home appliances, and carry out research and development of key green and low-carbon metrology technologies and equipment.  Layout and construct manufacturing innovation centers, experimental verification platforms, and pilot platforms in the green and low-carbon field, accelerate the engineering and industrialization development of scientific and technological achievements.  Establish a sound mechanism for promoting technology application, organize the development of supply and demand docking guidelines, and carry out technical exchange activities.  13) Improve the policy system for green development.  Guided by precision, collaboration, and sustainability, we will improve policies supporting green development in finance, taxation, investment, pricing, and other areas, innovate policy implementation methods, and gradually establish a long-term mechanism to promote the green development of the manufacturing industry.  Through existing financial channels, we will focus on supporting the research and development of major green and low-carbon technologies and equipment, as well as the construction of green and low-carbon industrial infrastructure.  Give full play to the role of the national industry finance cooperation platform, rely on the special working mechanism for expanding medium and long-term loans in the manufacturing industry, establish and improve a normalized working mechanism for financial resources to support the green and low-carbon transformation of the manufacturing industry, establish a database of green and low-carbon technology transformation projects and benchmark enterprises, increase support for green finance and transformation finance, and make good use of structural monetary policy tools such as carbon emission reduction support tools.  Encourage existing government investment funds to cultivate and incubate new industries, formats, and models in the green and low-carbon field in a market-oriented manner.  Give full play to the positive incentive effect of tax preferential policies, implement tax preferential policies for the promotion and application of green technologies, resource conservation and recycling, etc., and ensure that eligible market entities should enjoy them to the fullest.  Improve the industrial energy-saving management system, establish relevant policies and regulations, urge enterprises to strengthen compliance construction, and use energy reasonably in accordance with laws and regulations.  Taking into account energy consumption and environmental performance, we will improve the tiered electricity pricing system and water pricing policy.  Improve the supporting system of the national carbon emission trading market, study the orderly expansion of industry coverage, and coordinate the promotion of market construction such as carbon emission trading, energy use trading, and green electricity and green certificate trading.  14) Establish a sound green and low-carbon standard system.  Strengthen the top-level design and normative management of standards, promote the connection and matching of various levels and types of standards, and enhance the implementation and application evaluation of standards.  Give full play to the role of relevant standardization technology organizations, and accelerate the formulation of national standards, industry standards, and group standards for carbon emission basic universal, accounting and reporting, low-carbon technology and equipment, etc. in accordance with the principles of demand-oriented, advanced and applicable, and urgent needs first. By 2030, complete the revision of more than 500 urgently needed standards for carbon peak.  Continuously improve standards for energy conservation, water conservation, comprehensive utilization of resources, and environmental protection equipment, steadily upgrade standards for green factories, green products, green industrial parks, and green supply chains, and collaborate to promote standards in the digital empowerment of green and low-carbon fields.  Strengthen the research and comparative analysis of international standards, promote the transformation and application of advanced international standards in China, actively participate in the formulation of international standard rules, and promote the transformation of China's green and low-carbon standards into international standards.  15) Optimize the green and low-carbon benchmark cultivation system.  Give full play to the leading and driving role of green and low-carbon benchmarks, build a benchmark cultivation system that connects the "comprehensive benchmark" of green manufacturing with the "individual benchmark" of segmented fields, and create a leading force in the green development of the manufacturing industry.  Develop gradient cultivation and management methods for green factories, leverage the fundamental and guiding role of green factories in the green and low-carbon transformation of the manufacturing industry, vertically form a three-level linkage mechanism for green factory cultivation at the national, provincial, and municipal levels, and horizontally drive the creation of green factories within the park and upstream and downstream enterprises in the supply chain through green industrial parks and green supply chain management enterprises.  By 2030, the output value of green factories at all levels will account for over 40% of the total manufacturing output value.  Encourage green factories to further tap into the potential of energy conservation and carbon reduction, and create "zero carbon" factories.  Deepen the cultivation of industrial product green design demonstration enterprises and continuously explore green and low-carbon paths and solutions.  Continuously selecting and publishing energy efficiency "leaders", water efficiency "leaders", enterprises with standardized conditions for renewable resources, enterprises with standardized conditions for environmental protection equipment, pilot enterprises for industrial wastewater recycling and utilization parks, etc., to deeply explore the potential for energy and resource conservation throughout the entire industrial process.  
6、 Organize and implement 
(16) to strengthen overall planning and coordination. Strengthen interdepartmental collaboration, promote the formation of a working force, and coordinate the resolution of major issues.  Intensify guidance and evaluation on key tasks such as cultivating local green and low-carbon industries, upgrading technology, and achieving carbon peak in the industrial sector, encourage innovation support policies based on actual conditions, and reasonably set policy transition periods.  Industry associations, professional think tanks, and third-party organizations actively play a bridging role to promote the promotion of green and low-carbon technologies, products, and services, and assist in the green and low-carbon development of key industries and important fields.  17) Deepen international cooperation.  Utilize existing bilateral and multilateral mechanisms to strengthen the exchange and coordination of green development strategies, plans, policies, standards, and qualification assessments.  Deepen exchanges and cooperation with other countries in green technology, green products, green equipment, green services, and product carbon footprint management, promote the orderly export of China's new energy, new energy vehicles, green environmental protection and other technological equipment, encourage local areas with conditions to build Sino foreign cooperative green industrial parks, and make Chinese contributions to global green development.  18) Strengthen talent cultivation.  Support universities and research institutes to establish urgently needed and scarce majors in green and low-carbon fields, and encourage enterprises to carry out "order based" talent training with universities and research institutes.  By relying on the Manufacturing Talent Support Program, the Excellent Engineer Torch Program, and various high-level talent programs, we aim to introduce and cultivate high-level talents in the green and low-carbon fields both domestically and internationally.  Support local vocational skills training for green and low-carbon fields.  19) Do a good job in promoting and guiding.  Organize activities such as National Ecology Day, Environment Day, Energy Conservation Promotion Week, Low Carbon Day, and China Water Week, strengthen public opinion guidance through various media and public welfare organizations, increase publicity efforts on policies, regulations, advanced technologies, and typical cases related to green development in the manufacturing industry, and promote a number of advanced experiences and measures that can be referenced and replicated.
